Standard for toys in EU market
Reduce or avoid the harm of toys to children
May 23, 2009
The latest revision 9 of EN 71-1:2005 + a9:2009 was approved by cen (European Committee for Standardization) on May 23, 2009, and finally the unified Version (EN 71-1:2005 + a9:2009) of Cen Technical Committee CEN / tc52 "toy safety" was issued in July 2009, covering the previously issued revision. The European Commission officially published the new toy safety coordination standard en71-1:2011 in the official journal of the European Union (ojeu) on June 18, 2011. The new harmonized standard is established in accordance with the new toy safety directive 2009 / 48 / EC (effective date: July 20, 2011). According to the requirements of the new toy safety directive, all toys put into the EU market after July 20, 2011 must comply with the new harmonized toy standard en71-1:2011.
The new version (EN 71-1:2005 + a9:2009) replaces en 71-1:2005 + a8:2009, which requires its member states * to adopt and issue the new version as a national standard, and the national standard conflicting with the new version shall be withdrawn at the latest in January 2010.
The amendment has not yet been published in the official journal of the European Union. The process of adopting and changing standards is very complex. First, the national authority, laboratory and consumer organizations represented by cen (European Committee for Standardization) industry agree to change the standard after discussion, and then Cen issues the EN 71 standard. However, the standards issued by Cen may not be unified. Only after the European Commission publishes this standard in the official journal of the European Union will it become a unified standard. Only after this standard is published in the official journal of the European Union can it be accepted and meet the basic requirements of the toy directive. Therefore, the standard needs to be published twice before it becomes a regulation:
1. Issued by cen (European Committee for Standardization);
2. It can be regarded as a unified standard after being published by the European Commission in the official journal of the European Union.
In addition to the early warning requirements for rocking Trojans and similar toys, the A7 revision mainly includes editorial revisions. For age warnings that are not suitable for children under 36 months old, a large amount of description has been added.
A8 revision clarifies the safety requirements for magnet toys. However, this requirement does not apply to functional magnets (e.g. motors, relays, loudspeakers, etc.) in electrical or electronic component toys and all magnet / electrical test devices whose magnetic flux coefficient is less than 50kg2mm2, or magnet / electrical test devices which cannot completely enter the small object measuring cylinder. The magnet / electrical test device shall be packaged and used with warning signs:
"Warning! Not suitable for children under 8 years old. The product contains small magnets. Swallowing magnets can form intestinal adhesions, which can cause serious injury. If you swallow the magnet by mistake, please see a doctor in time. "
The revised version of A8 also applies to the safety warning requirements for magnet toys in EC Directive 2008 / 329 / EC 2,3.
