Scope of application

Whole vehicle - means two or more wheels of motor-driven vehicles, such as buses, trucks, motorcycles, buses and off-road vehicle turbine components - lights and bulbs, all kinds of mirrors, tires, rims, brakes, horns, anti-theft equipment, safety belts, automotive glass and exhaust pipe and other parts of Locomotives - safety helmets, child safety chairs, in car accessories, etc.

As of October 2002, EMC testing is mandatory for all vehicles, vehicle parts, and electronic products used in vehicles. All electronic parts sold in Europe must conform to EMC Directive 95 / 54 / EC, and self declaration according to EMC Directive 89 / 336 / EEC will no longer be valid. The E / E mark certificate shall be issued by the notified body authorized by the European Union for vehicle products. That is to say, the CE (EMC) certification originally applied for vehicle electronic and electronic parts will no longer be valid from October 2002. E / emark certificate issued by European national transportation department must be reapplied before it can be sold in European market.

E-MARK is the certification mark of the whole vehicle, safety parts and systems that the European Commission forces the member states to use according to the European Union directive. The testing agency must be the technical service agency in the member states of the European Union, and the issuing agency is the transportation department of the government of the member states of the European Union. The products that have obtained E-MARK certification will be recognized by all the member states of the European Union.

Due to different governments, national conditions, levels of economic development and scales of automobile industry in different countries and regions, automobile product certification has generally formed three types: the United States, Europe and Japan. After decades of operation and continuous reform, these three kinds of certification systems have been quite perfect and become a model for other countries to establish automobile certification system. The principles they follow have also become international practice and accepted by all countries in the world.

Us: self certification mandatory recall

What is implemented is "self certification", which is mainly divided into safety certification and environmental protection certification, that is, automobile manufacturers conduct their own inspection and verification in accordance with the requirements of the federal automobile regulations. The task of the U.S. government authorities is to conduct spot checks on products to ensure that vehicle performance meets regulatory requirements. If the random inspection finds that the vehicle does not meet the requirements of safety regulations, the competent authority will require the manufacturer to force a recall.

Europe: type approval voluntary recall

As the director of the Ministry of transport, it ensures the product quality by checking the production consistency of enterprises. The automobile certification of European countries is carried out by their own independent certification bodies, but the standards are unified throughout Europe. In Europe, voluntary recall is implemented. Enterprises can recall their own vehicles if they find any problems, but they should report to the national competent authority for filing. However, if the enterprise conceals major quality hidden dangers or hides user complaints, it will face heavy punishment once verified.

Japan: unique type approval

The certification system is composed of three certification systems, i.e. automobile type designation system, new automobile declaration system and special management system for imported automobiles. According to these systems, before the production and sale of new vehicles, automobile manufacturers should apply to the transportation Province in advance to accept the inspection. Only after the inspection is qualified can the manufacturer obtain the factory inspection certificate of the vehicle type. However, after the type approval is obtained, the "initial inspection" shall be carried out by the Ministry of transport in order to ensure that every vehicle running on the road meets the standard. In Japan, the recall system is implemented by the manufacturer to report customer complaints to the Ministry of transport. If the manufacturer conceals the truth and puts customer complaints on the shelf, resulting in safety problems, the competent government departments will impose high penalties.
