In 1992, the U.S. Energy Policy Act (EPACT) required the Department of energy to develop voluntary energy conservation programs for all kinds of office equipment. The Environmental Protection Agency (EPA) created the voluntary assurance labeling system "Energy Star" to promote energy efficiency products and reduce greenhouse gas emissions. In 1995, it expanded to office equipment and residential heating and cooling equipment. After that, EPA, together with the Ministry of energy, further set higher energy efficiency standards and technical requirements for national and commercial terminal products, office equipment, lighting products, commercial food supply equipment, newly built houses and commercial and industrial buildings, and implemented them Some preferential measures encourage businesses and consumers to implement voluntarily. Under the advocacy of EPA and DOE, energy star not only conducts energy-saving certification on terminal energy products, but also conducts energy-saving certification on new buildings, commercial and industrial buildings, and guides each family to implement energy-saving plans. At the same time, the partnership of energy conservation will be extended to the whole society, that is, through the signing of partnership agreements between regional energy efficiency organizations, product manufacturers, retailers, builders, enterprises, EPA and the Ministry of energy, to promote energy conservation in the whole society. As a part of product identification and partnership, energy star logo can be used not only by products meeting requirements, but also by businesses and organizations meeting requirements.

"Energy Star" is identified as voluntary requirements, but in terms of energy conservation management and energy efficiency standards, it not only plays an important role in the United States, but also has become an international energy conservation sign, which has been introduced by Canada, Japan, the European Union, Australia and many other countries. In particular, the "fourth edition of computer energy star standard", which represents the advanced mark in the field of computer energy saving, implemented in July 2007, makes it a market-oriented energy-saving product. Labeling "Energy Star" energy efficiency label has become one of the most influential and successful energy efficiency labeling systems in the United States. The product labeled "Energy Star" indicates that it has obtained the energy consumption index approved by the U.S. Department of energy and the environmental protection agency. Consumers mainly choose energy-saving products based on the label. Meanwhile, according to the federal decree, they can also obtain the government's priority purchase.
