Ways for Chinese enterprises to obtain Japanese PSE certification
With more and more countries entering into WTO, in order to connect with the world, many countries have made laws and regulations to limit the technical indicators of various commodities, such as safety, energy conservation, environmental protection, etc., which can not only ensure the level of their own industry and market, but also form a certain technical barrier.
Japan is a country with a complex system of safety regulations. If foreign products want to enter the Japanese market, they will face a higher threshold.
Requirements of the electrical appliances Safety Act (Denan)
Japanese buyers must register with METI within one month after purchasing goods. All electrical and electronic products within the scope of Denan catalog sold in Japanese market must pass PSE certification. Japan Denan divides electrical and electronic products into two categories: specific products, including 115 products; non-specific products, including 338 products. Specific electrical products must be inspected by a third-party certification agency authorized by the Ministry of economy and industry of Japan for products and factory test equipment, and the PSE certification certificate shall be issued. The validity of the certification shall be between 3 and 7 years, and the PSE diamond logo shall be pasted on the products. For non-specific electrical products, the conformity of the products shall be proved by self inspection and declaration, and PSE circular mark shall be pasted on the products.
Approaches and requirements for Denan compliance
According to the requirements of Denan, products certified by PSE must meet the requirements of relevant safety technical standards. There are two safety technical standards for electrical products in Japan:
(1) Japanese technical standard 1 refers to the domestic technical standard of Japan, which is quite different from the technical requirements of IEC standard and is an independent system.
(2) Japanese technical benchmark 2 is a standard issued by the Japanese government in 2002 which is consistent with relevant IEC standards, but not all electrical products have corresponding technical benchmark 2 standards.
The manufacturer may choose to carry out suitability inspection according to technical standard 1 or 2, and post PSE mark after passing the inspection. In general, technical reference 1 and reference 2 cannot be mixed.
PSE certification applicants can be manufacturers or importers.
Denan also requires the purchaser's name or ID to be marked on the product, so as to supervise and manage it in the future product sales process.
For the products imported to Japan, the safety responsibility shall be borne by the Japanese importer. Therefore, the importer must keep the inspection report and inspection record, or check the inspection record through the computer network.
How Chinese manufacturers obtain PSE certification
Chinese manufacturers should first determine whether the products they apply for are within the scope of certification authorized by China Quality Certification Center (CQC). Since CQC is currently authorized on the basis of technical benchmark 2, manufacturers must select technical benchmark 2 to apply for PSE certification After confirmation, the manufacturer can submit a written application to CQC and submit samples and technical data to PSE certification laboratory for type test. Since China and Japan are both members of iecee-cb system, the test report can also be directly converted from CB report. After the completion of the test report, the applicant shall provide the user's manual or assembly manual in Japanese, product related structure and parts data, test equipment related data, factory quality inspection report (including 100% electrical strength test report of the production line, operation inspection record, etc.) and accept the factory inspection arranged by CQC. Through factory inspection, PSE certification can be obtained.
