CB authentication
CB system (IEC system for qualification test and certification of electrical products) is an international system operated by IECEE. The certification bodies of IECEE member states test the safety performance of electrical products based on IEC standards. The test results, i.e. CB test report and CB test certificate, are mutually recognized in IECEE member states. The purpose is to reduce the international trade barriers caused by the need to meet the certification or approval criteria of different countries. IECEE is the abbreviation of International Electrotechnical Commission Electrotechnical product qualification test and certification organization.
brief introduction
Development
Initially, CB system was initiated by CEE (former European National Committee for qualification testing of electrical equipment), and was incorporated into IEC in 1985.
IECEE CB system is the first real international system for mutual recognition of safety test reports of electrical products. National certification bodies (NCBs) of various countries form multilateral agreements, and manufacturers can obtain national certification of other member countries of CB system with CB test certificate issued by one NCB.
CB system is based on international IEC standards. If the national standards of some member countries are not completely consistent with IEC standards, the existence of national differences is also allowed, but it should be published to other members. CB system uses CB test certificate to verify that the product sample has successfully passed the appropriate test, and conforms to the relevant IEC requirements and the requirements of the relevant member states.
The main goal of CB system is to promote international trade, which means to make manufacturers closer to the ideal goal of "one test, multiple applications" by promoting the unified coordination of national standards and international standards and the cooperation of product certification bodies.

IECEE means "the IEC system for conformance testing and certification of electrical equipment" – "International Electrotechnical Commission Electrotechnical product qualification testing and certification organization". The official name of CB system is "scheme of the IECEE for mutual recognition of test certificates for electrical equipment" – "IECEE mutual recognition system of test certificates for electrical products". The abbreviated name of CB system means "certification bodies' scheme" – "certification body system".
System scope
Products covered by CB system are products within the scope of IEC standards recognized by IECEE system. When more than three member states declare that they want and support a certain standard to join the CB system, the new IEC standard will be adopted by the CB system. The IEC standards used are published in the CB bulletin and on the IECEE website.
Electromagnetic compatibility (EMC) is not included in the CB system unless specifically required by the IEC standards used. However, CB system has begun to investigate its members' willingness to conduct EMC measurement together with safety test. The results of this study will be published in the CB bulletin on this subject.
Related institutions
The national certification body (NCB) is the certification body that issues the national recognized certificate of conformity to the electrical products. To be a member of CB system, NCB's internal quality system and technical capability must meet specific requirements. An NCB can be divided into approved NCB or issued / approved NCB according to its qualification.
Accreditation NCB
One NCB recognizes CB test certificates and CB test reports issued by other NCBs, and uses them as the basis for issuing its own national certificates and marks in specific product areas and standards.
Accreditation NCB does not automatically have the authority to issue CB test certificates.
Issued / approved NCB
The issuing NCB has the right to issue CB test certificate within the scope of its registered standard in addition to the function of recognizing NCB.
The approval scope of issuing / approving NCB can be larger than its issuing scope. The scope of certification and approval is published in the relevant "scope" area on the website.
CB Laboratory (CBTL) is the laboratory accepted by CB system. It tests one or more product categories and issues CB test reports under the responsibility of specific NCB. CB laboratory can cooperate with different NCBs in CB system, but when it cooperates with multiple NCBs, it can only cooperate with one NCB for testing a certain product category (such as off).
Certificate Report
CB report is a standardized report, which lists the requirements of relevant IEC standards one by one. The report shall provide the results of all required tests, measurements, verifications, inspections and evaluations, which shall be clear and unambiguous. The report also includes photos, circuit diagrams, pictures and product descriptions. According to the rules of CB system, CB test certificate is only valid when it is provided together with CB test report.
Application certificate
For the application of CB test certificate, the following points should be noted:
-The application for CB test certificate can be submitted by the applicant to any NCB that covers the scope of the product.
-The applicant can be either a manufacturer or an entity authorized to represent the manufacturer.
-The application may include one or more factories producing products in one or more countries.
-Applicants / manufacturers / factories located in countries without IECEE member institutions are required to pay an additional fee of CHF 150 per CB test certificate to compensate for the operating cost of the system. This fee will be charged by the NCB accepting the CB test certificate application and will be credited to IECEE's account.
-The applicant may request NCB to test the product according to the country difference of the product to be sold.
The manufacturer's product certification for the target market includes the following procedures:
-Application to NCB of target country;
-CB test certificate;
-CB test report (may include country differences);
-When required by NCB of target market, provide product samples to NCB.
The purpose of the sample request is to confirm that the product is consistent with the product originally certified for NCB testing and that country differences have been covered.
CB test certificate and CB test report
National differences
National differences are the differences between a country's standards and the corresponding international standards. All national differences in countries joining the CB system are submitted to the IECEE Secretariat and published in the CB bulletin.
organization structure
CB system is managed by CMC and reported to cab of IEC. Cab approves CMC's recommendations on changing CB system principles, official appointments, financial and IECEE policies. CMC's responsibility is to operate, develop and improve the CB system according to the principles of the CB system, decide to accept, reject and suspend membership, and decide the new product categories and standards of the CB system.
CMC is composed of representatives from member countries, including NCB representatives, CMC executives (Chairman, vice chairman, secretary and Treasurer), chairman and Secretary of test laboratory Committee (CTL), representatives of IEC Advisory Committee (such as ACOS), Security Advisory Committee and Secretary General of IEC.
The CTL consists of representatives from NCB and CB laboratories. CTL is responsible for handling the test procedure and explaining the technical requirements, test conditions, test equipment and comparison test. Its main goal is to enhance the technical reliability and consistency, which is needed for mutual recognition of test results in CB system.
Application testing
(I) the applicant is the holder of CB test certificate 1. The applicant can be an enterprise or an agent of the enterprise. In the latter case, the supporting documents authorizing the applicant to handle the application on behalf of the enterprise must be submitted, and the supporting documents that the enterprise bears the same responsibility as the applicant must be provided. These responsibilities refer to compliance with the rules and procedures of Ecee, the articles of association of CCEE, the certification rules and procedures, and the relevant national laws of China. Regulations and rules. 2. The application may include one or more manufacturers in the applicant's country, whose products will be controlled by the enterprise. 3. When the same product is manufactured in different countries, the applicant shall submit an application for each country's enterprise he represents. 4. If the applicant is in a non member country of CCB, and is applying for an enterprise agent of a non member country, a surcharge must be paid for each application. The amount of the surcharge shall be determined by the Management Committee of IECEE. Unless otherwise agreed, the surcharge shall be collected by CCEE processing the application and remitted to the IECEE Secretariat for deposit into the account of CB system. Note: wholly owned enterprises shall be treated as foreign enterprises and joint ventures as domestic enterprises.
(II) preparation before application - for applicants with legal person status, when their products are ready to be sold to the world market, it is necessary to make them conform to the IEC standards adopted in the CB system (see Table 1) at the stage of product development and design, and at the same time, it is necessary to consider the differences between the national standards of CCB member countries and the 1ec standards. Before the applicant submits the application and samples, it is necessary to confirm that the products meet the differences between IEC safety standards and relevant national standards of the exporting country. --Appoint an officer of the institution to handle the application, sample delivery, certification and related matters after certification of CB test certificate, and make them aware of CB procedures.
(III) application procedure 1. After completing the preparation of the application, the applicant shall contact the CCEE Secretariat to request the CB test certificate application uniformly printed by CCB (see Figure 2). The applicant's name, address, national registration number (enterprise business license number), telephone number, fax number and product name, model, specification and trademark to be applied for shall be indicated in the letter.
2. After receiving the letter from the enterprise, CCEE Secretariat will send the application form, application procedure and fee requirements to the applicant.
3. After receiving the CB application and relevant information sent by CCEE Secretariat, the applicant shall fill in (type in English) according to the requirements of the application and submit it to CCEE Secretariat in quadruplicate (one original and three copies) as a formal application. The applicant shall keep one copy for filing and pay the required fees at the same time.
4. If the applicant needs CCEE to prove that its products meet the differences between the national standards of China or other countries of sale and the corresponding LC standards, then at the same time of submitting the application, the applicant can request to issue a test report including these differences, and the applicant shall pay additional test fees, and the applicant and Shantou shall comply with the relevant provisions of the charging standards.
5. CCEE Secretariat receives the (! Send a notice to the applicant within two weeks after the post and the cost, and issue a notice of CB test task to the affiliated CB Laboratory (according to the division of labor of the standby CB laboratory, or the laboratory that decides to undertake the task through consultation with the relevant agencies is the testing station).
6. After receiving the notice, the applicant shall send samples to the designated CB laboratory according to the notice requirements.
(IV) if the test result of CB test certificate is qualified, CCEE shall issue CB test certificate to the applicant, and attach the original CB test report. If the application includes difference test, attach additional test report.
Fill in application
1. Fill in the CB test certificate application in English (typing).
2. The English name of CNEEC shall be filled in between the four small black dots on the top right of the application form.
3. The application date shall be clearly filled in.
4. If the applicant and the manufacturer are the same unit, fill in the same name and address in the column respectively.
5. In the component column with CB test certificate used in the whole machine, if any, the component name and CB certificate number shall be filled in.
6. The legal representative shall sign. The name of the legal representative shall be typed in Chinese Pinyin, and the legal representative shall sign in person.
Matters needing attention
No factory inspection required;
When applying for CB certification, it is necessary to inform the countries to be included in the report, so that the corresponding national differences can be taken into account during the test.
